分析了环境污染突发事件中相应部门的职责任务，提出了环境污染突发事件应急处理系统的设计思想，给出了环境污染突发事件电子应急指挥系统体系结构的设计方案，进一步给出了电子应急指挥系统信息处理中的数据整合要求及要素，探讨了电子应急系统中数据库设计规范，详细设计了应急系统中信息加密传输模型及实现算法。关键词：环境污染；应急系统；数据整合；加密传输Abstract: The responsibility and task of the related department for sudden occurred environment pollution accident are analyzed, the design idea of emergency system for sudden occurred environment pollution accident is put forward, the design project of the system’s structure is given to electronic emergency system of sudden occurred environmentpollution accident, more the requirement and factors of data conformity in information handling of the electronic emergency system is given, the design criterion of database in electronic emergency system is discussed.
